Get new Phone number option is not available in my communication Resource

Although I am the owner of the subscription, the option to get a new phone number is grayed out.

Phone number acquisition is only available in certain countries and number types. If the ACS resource is created in a region that does not support phone numbers for your target country, the option will appear disabled. Please ensure the ACS resource is deployed in a supported region. Kindly review the official documentation of supported countries and eligibility requirements here:
Also, to obtain phone numbers you must have the correct Azure Communication Services (ACS) roles assigned at the resource level. Roles such as Communication Service Owner or Communication Service Contributor are required. Being a subscription Owner does not automatically grant these ACS-specific permissions.
Sometime tenant-level settings such as Azure Policy, Conditional Access, or billing restrictions may also prevent number acquisition.

Here are the details:
The Resource is created in USA location, and the User is granted with Communication Service Owner at resource level. However, I still cannot see the option enabled.Resource Details:
