Surface laptop, Red block, unlocked padlock

I cannot get past the black screen with a red block at the top with a picture of an unlocked padlock.

I have heard that holding down vol+ plus power button will get past this, but nothing ever changed.

I have thought about downloading a recovery usb but when I type serial number in it does not recognise it.

I am pretty sure it is Surface Book, is there anyway I can get past this screen?

Any help welcome, I am not very technical and a bit out of depth in some ways.
