Thank you for reaching out to the Microsoft Q&A community. If a user cannot sign in and needs to remove or update incorrect security information (such as a phone number), they cannot do this themselves because access to the Security Info page requires authentication.
As an administrator, you can reset their authentication methods from the Microsoft Entra admin center:
- Sign in to https://entra.microsoft.com with at least Authentication Administrator or Global Administrator permissions.
- Go to Users > All users, then select the affected user.
- Under Manage, choose Authentication methods.
- At the top, select Require re-register multifactor authentication.
This clears the user’s existing MFA methods (including phone numbers and Authenticator app) and prompts them to set up new methods at next sign-in.
- Select Revoke MFA sessions if you want to force re-authentication immediately.

After this reset, the user will be able to sign in and register correct security info.
