Is there any light activity on the LED of the charging case of the earbuds? If yes, may I know the color and behavior of the LED light?
If there is no LED activity while the case is plugged in, try to leave it connected to charge for 15 minutes. See: Charge Surface Earbuds (microsoft.com). If still the issue persist, try to reset the firmware of the earbuds. See: Reset Surface Earbuds (microsoft.com).
